Committee Structure Chart

The Committee System

Full council appoints committees (usually smaller groups of Councillors) to concentrate on specific functions of the Council and to make recommendations or decisions on its behalf. Some committees are advisory and make recommendations to full council. There are also executive committees where the full council delegates certain decisions to the committee for example Planning and Development. Working groups can be set up for a short term purpose. They are not subject to the strict rules that apply to formal council meetings and do not need to be held in public.

Planning and Development Committee

The Planning and Development Committee comprises all members of the Council.

A key purpose of the Planning and Development Committee is to review, comment on and and make recommendations to Cheshire East Council about all planning applications which pertain to Bollington. The Committee will recommend to Cheshire East where any S106 and funding should be allocated and decide where any Community Infrastructure Levy (CIL) monies shall be spent. A proportion of CIL monies are automatically generated to the Town Council from housing developments in Bollington because of the Neighbourhood Plan and in accordance the CEC’s CIL charging policy).

The committee meets at least monthly, usually the third Tuesday of the month.

Strategic Planning Committee

The Strategic Planning Committee comprises all members of the Council.

The purpose of the Strategic Planning Committee is to produce, monitor and update the Town Council’s Corporate Plan. It will also be responsible for considering and evaluating initiatives suitable for inclusion in the Corporate Plan which do not fall within the remit of the Community Services and Environment Committee and the Facilities and Infrastructure Committee. This includes organising and taking presentations from groups and organisations on these issues. The Committee has delegated authority to spend up to £5000 subject to that spending being in accordance with current Policy and within the remit of this Committee. This Committee is the point of entry for the Bollington Business Forum and Destination Bollington.

The Committee meets six times a year.

Community Services and Environment Committee

The Community Services and Environment Committee has three main roles to discharge. It is to review with the police, crime and disorder issues and fear of crime in and around Bollington and to make recommendations to Council. It will work with the Fire Service representatives to raise awareness of their access needs in our narrow streets.
It will review and make recommendations to Council on the environmental issues
generated by the Transition Group regarding issues such the single use of
environmentally damaging materials, renewable resources, air quality monitoring and the drive to carbon neutrality by 2030.
It will monitor the work of the Civic Events and Functions Working Group and make
appropriate recommendations to the Council in support of their work.
The committee has delegated financial authority up to £5000 subject to the spend being within existing Council policy and within the remit of this committee.

The committee will comprise six Bollington Town Council councillors who will have full
voting rights. All members may attend this committee but will not have voting rights
unless they are members of the committee. However, non-voting members may speak on any item.

Facilities and Infrastructure Committee

The purpose of the Facilities and Infrastructure Committee is to oversee the maintenance, improvement and management of the Council’s Assets within the Council’s approved budget and to make recommendations to the Council in relation to appropriate timescales and funding of future investment in these assets. It will also advise the Council on all matters relating to existing designated or proposed roads, footpaths and bridleways situated within the boundaries of the Town. It will work with Cheshire East Council on issues such as road repairs, lighting and gritting. A key role for this committee will be to contribute towards and deliver an integrated traffic plan for Bollington.

The committee will comprise six Bollington Town Council councillors who will have full voting rights. All members may attend this committee but will not have voting rights unless they are members of the committee

Finance and Grants

The purpose of the Finance and Grants Committee will be to make recommendations to the Council on all financial matters including budget
requirements and precept requests. In doing so it will take into account the spending recommendations contained within the Corporate Plan.
It will evaluate all grant applications received and make recommendations to Council on the amounts to be awarded to organisations.

The committee will comprise six Bollington Town Council councillors who will have full voting rights. All members may attend this committee but will not have voting rights unless they are members of the committee

Personnel Committee

The purpose of the Personnel Committee is to advise the Council on personnel and staffing matters and to make recommendations to Council for appropriate action. In doing so it will have regard to the current and future issues within the Corporate Plan and the results of annual staff appraisals.
The Committee will also review all employment policies: Contract of Employment; Absence and Sickness Pay, Rules and Procedures; Grievance Procedure; Disciplinary Procedure; Health and Safety Statement; Equal Opportunities and Expenses.

The committee will comprise six Bollington Town Council councillors who will have full voting rights. All members may attend this committee but will not have voting rights unless they are members of the committee.

Meetings will be held four times per year.

Audit Committee

The purpose of the Audit Committee is to provide oversight of the workings of the
Council and its committees relating to compliance with standing orders, financial
regulations, transparency, probity in public life, appropriately managing risks and
compliance with internal controls.
The committee will review and respond to annual interim internal audits and annual
external audits. It will advise the Council accordingly of all actions recommended and required and how these matters have been dealt with.

The committee will comprise four Bollington Town Council councillors who will have full voting rights. These members will not be members of the Finance and Grants Committee. All members may attend this committee, other than members of the Finance and Grants Committee, but will not have voting rights unless they are members of the committee.

Future Resilience Sub-Committee

The purpose of this sub-committee is to produce, implement, monitor and update, as required, a strategic action plan which will permit Bollington to achieve carbon neutrality by 2030 and to have enhanced community resilience to future shocks. This will be delivered through the integrated work of this sub-committee and other Bollington Town Council committees and groups, for example the Transport & Highways Management working group, Bollington Business Forum and Transition Bollington.  

Meetings will be as and when required.
