Committee Structure Chart

The Committee System

Full council appoints committees (usually smaller groups of Councillors) to concentrate on specific functions of the Council and to make recommendations or decisions on its behalf. Some committees are advisory and make recommendations to full council. There are also executive committees where the full council delegates certain decisions to the committee for example Planning and Development. Working groups can be set up for a short term purpose. They are not subject to the strict rules that apply to formal council meetings and do not need to be held in public.

Planning and Town Development

The Planning & Town Development Committee (‘the Committee’) has delegated authority to consider and make recommendations to Cheshire East Council on planning applications which pertain to Bollington.

The Committee will recommend to Cheshire East where any S106 and funding should be allocated and decide where any Community Infrastructure Levy (CIL) monies shall be spent.

The Committee will also oversee the working and future development of the Bollington Neighbourhood Plan and will consider and respond to draft planning policy which affects Bollington originating from Cheshire East Council or Government.

The Committee shall receive and make decisions on the written reports from the Transport & Travel Working Group.

The Committee will contribute towards and deliver an integrated traffic plan for Bollington. It will also advise the Council on all matters relating to existing designated or proposed roads, footpaths and bridleways situated within the boundaries of the Town. It will work with Cheshire East Council on issues such as road repairs, lighting, and gritting. The Committee shall have delegated authority to authorise expenditure within the approved budget.

Finance and Grants

The Finance & Grants Committee (‘the Committee’) has delegated authority to
consider and decide on matters related to:

  • Financial governance (including the council’s Financial Regulations)
  • General financial issues
  • Community grants
  • Banking and investment arrangements

The Committee has a responsibility to monitor the financial well-being of the
Council and report to the next Council meeting any concerns that the Council
may exceed its full year total expenditure budget. The Committee may authorise expenditure in accordance with the budget approved by Council and has delegated authority to authorise payments on behalf of the Council.

Audit and Governance Committee

The purpose of the Audit & Governance Committee is to provide oversight of the workings of the Council and its committees relating to compliance with Standing Orders, Financial Regulations, transparency, probity in public life, appropriately managing risks and compliance with internal controls.
The Committee has delegated authority to consider and decide on matters
related to:

  • Financial governance (including the council’s Financial Regulations)
  • Audit arrangements (except approval of the Annual Return)
  • Internal Financial Controls
  • Financial Risk
  • Asset Register
  • Insurance

The Committee will review and respond to annual interim internal audits and
annual external audits

Meetings will be held four times per year.

Community and Environment Committee

The Community & Environment Committee (‘the Committee’) has delegated
authority to discharge three main roles:

  • To review with the police, crime and disorder issues and fear of crime in and
    around Bollington and to make recommendations to Council.
  • To work with the Fire Service representatives to raise awareness of their
    access needs in our narrow streets.
  • To review and make decisions on the environmental issues such the single
    use of environmentally damaging materials, renewable resources, air quality
    monitoring and the drive to carbon neutrality by 2030.
  • The Committee shall review, monitor, and revise the Council’s Community and Environmental policies.

The Committee shall receive and make decisions on the written reports from
the Events, Economy & Tourism, Community/Emergency Resilience and
Climate Action Working Groups.

Personnel and Asset Management Committee

The Personnel & Asset Management Committee hasdelegated authority to consider and decide on matters related to:

  • Asset Management
  • Personnel Management

The Committee shall establish and keep under review the staffing structure in
consultation with the Finance & Grants Committee. It will also review salaries,  working conditions and health and safety matters.
The Committee shall receive the annual appraisals of staff.
The Committee shall oversee the maintenance, improvement, and management of the Council’s assets within the Council’s approved budget and advise the Council accordingly.

Meetings will be held four times per year.
